I. IPM NEWS / APPLICATIONS international IPM news and programs Attack Cancels IPM Forum Meeting Plans to resuscitate the international IPM Forum were temporarily sidetracked as the scheduled annual meeting and unveiling of a new (demonstration) website in Washington, DC, were scrapped due to current concerns over "travel to and safety in the USA," according to IPM Forum coordinator J. Vos. An agenda for the meeting had envisioned:

An update on progress in IPM initiatives and key activities in IPM implementation; Sharing and discussing relevant experiences in IPM promotion; and, Presenting a proposal for future IPM Forum activities, including the new website: www.cabi-publishing.org/IPM/index.htm. Absent the meeting, Dr. Vos reported on the current status and immediate future of the IPM Forum via an e-mail to interested parties. The last year has emphasized communication activities with establishment of an e-mail contact IPMForum@cabi.org and investigation of effective ways to disseminate IPM information through the Forum. A questionnaire was sent out to determine how IPM practitioners, scientists, and donors viewed the Forum and its potential programs. Vos noted that responses indicated a need to "target all stakeholders: policy makers, researchers, extensionists, farmers/farmers' associations, NGO's/CBO's, food chain representatives, [and] input providers (private sector)." Further, IPM Forum information should be designed for use in research and development, including training and extension.

Communication would play a significant role in Forum programs, primarily through use of electronic means, but also including a quarterly newsletter, and ranging from case studies of successful IPM implementation to consumer and trade issues. Additionally, respondents indicated an expectation that the IPM Forum organize workshops on selected topics such as IPM adoption, IPM impact, and GMOs in the IPM context.

Future plans call for formation of a governing Board (per Vos: IPM Forum stakeholder representatives) and creation of a new subscription mechanism directed toward developed country organizations so that IPM Forum could become self-supporting beginning in 2005. Not mentioned was whether the Forum eventually would move out from under the present CABI/CABI Publishing umbrella. *> J. GLOBAL IPM NOTES Research at Canada's Cereal Research Center is investigating the potential of the fungus Cochliobolus sativus to biologically control Fusarium head blight, a devastating cereal disease. *> A. Tekauz, ATekauz@em.agr.ca.

Scientists in New Zealand found clear evidence that Cydia pomonella (codling moth) was not attracted to Prunus avium L. (sweet cherry), thus negating the need for quarantine of this crop. *> C.H. Wearing, HWearing@hortresearch.co.nz.

IPM MEDLEY general matters, publications of interest, and other resources for IPM information Bt: Best technology, or Big trouble? ... an IPM-linked, somewhat random sampling of recent Bacillus thuringiensis (Bt) related information ...... A Definitive Website Now that the Bt corn pollen stirred up in 1999 has settled, staff of the Agricultural Research Service (ARS) of the U.S. Dept. of Agriculture have produced an extensive website, RESEARCH Q&A: Bt CORN AND MONARCH BUTTERFLIES, www.ars.usda.gov/is/br/btcorn/index.html#bt12, an information-rich gateway setting out a variety of questions and answers regarding the impact of Bt corn on Danaus plexippus (monarch butterfly). The overall conclusion: there is no significant risk to monarchs from environmental exposure to Bt corn. The ARS answers are based on a series of studies by a large informal group of ARS and cooperating scientists (see next item). *> R.L. Hellmich, RLHellmi@iastate.edu. The Benchmark Studies The ARS-sponsored workshop that lead to the definitive Bt corn-monarch studies involved not only federal government and university staff, but industry and environmental groups as well. The result of this unique collaboration was six scientific papers published in the PROC. OF THE NATL. ACAD. OF SCI. (PNAS) of the U.S., [98(21), 11908-11942, 09 October 2001] that are now regarded as the benchmark body of research on the issue, and which collectively debunk many of the unsubstantiated fears raised earlier. The reported research found that D. plexippus caterpillars are not very sensitive to pollen from most types of Bt corn (excepting Bt event 176, which is due to be phased out by 2003). *> Website: www.pnas.org/content/vol98/issue21/. Bt Cotton: Yes and No Use of Bt in cotton (Gossypium hirsutum) is a more global story as key cotton producing countries have split over introduction of the technology. Australia, China, and the U.S. (where Bt cotton accounts for more than 30 percent of the total crop now) are among the major adopters. India, on the other hand, has introduced the technology, but is experiencing a combination of misgivings about commercial release centering around concerns over seed costs, seed ownership, and environmental concerns. *> See: Perlak, F.J., et al, THE PLANT JRNL., 27(6), 489-501, September 2001. Bt May Not be Economical Back to Bt corn. The crop is aimed at, and accomplishes control of, Ostrinia nubilalis (Hub.) (European corn borer). However, because of Bt corn's higher seed price, the technology can result in an economic disadvantage when corn borer infestation rates are below a certain level. A recent economic analysis found that low infestation rates in the U.S. state of Indiana made traditional corn varieties a better choice than Bt corn, unless Bt corn was viewed as a way of avoiding risk. *> M. Martin, Martin@agecon.purdue.edu. Bt Corn and Mycotoxins Reducing insect damage to corn also can reduce the levels of mycotoxins, the toxins produced by ear molds. Research by P.F. Dowd found that planting Bt hybrid varieties "still appears to be a useful method for indirectly reducing mycotoxins in corn ears." "We are confident," an EPA administrator said in a news release issued on 16 October 2001, "that it does not pose risks to human health or to the environment." MICROBES, WOODY PLANTS, PATHOGENS A trio of recent publications from Marcel Dekker: title: MICROBIAL PEST CONTROL A 2001, 320-page overview of microbial pest control reviews the state-the-art techniques, presents case studies, and summarizes progress to date. Author S.K. Khetan provides special emphasis on Bt developments devoting fully a third of this hardbound reference to both theory and practical components of Bacillus based insecticides. Viral insecticides, bioherbicides, biofungicides, and mycoinsecticides are also discussed. A third section addresses the all-important aspect of integrated use of microbials, as well as their commercialization.

title: WOODY PLANTS AND WOODY PLANT MANAGEMENT Many woody plant species are beneficial, but others are anything but, and when a species becomes a problem in any of several ways, "some control method may be needed," observes weed scientist R.W. Bovey in prefacing the dominant theme of this 2001 reference for an important and often neglected subject area. Subtitled "ecology, safety, and environmental impact," this hardbound, 584-page work introduces both the significance and botanical nature of woody species, prior to reviewing in detail aspects of herbicide application, safety considerations, and impact. The species mainly considered and the control procedures, including integrated brush management systems, relate to the U.S., but have wider importance. Extensive references are provided and a call articulated for increased woody species IPM research.

title: PLANT PATHOGEN DETECTION AND DISEASE DIAGNOSIS This second edition of a 1997 work is said to be both totally revised and expanded. Author P. Narayanasamy has included an additional 700 references (total of 1,800) in the hardbound, 2001 version which presents modern protocols for rapid diagnosis of plant diseases based on various methods. The 538-page monograph presents current methods for selecting disease-free seeds and vegetatively propagated plants, as well as screening techniques.

U.S. REGIONAL IPM CENTERS AND THE IPM-CRSP --- news, developments

IV. U.S. REGIONAL PM CENTERS news, developments Western Region Hosts Study Workshop Representatives from five western U.S. states met in late October to consider the conceptual and technical challenges of more effectively linking regional pest management programs to existing multiple federal programs and interests. The vehicle was a workshop, "Agroecological Regions: The Application of Watershed, Basin and Ecoregion Analytical Tools to Pest Management." Experts in regional model development and ecosystem analysis presented intriguing approaches that could become useful tools relative to considering pest management and the sought after goal of elevating IPM to even broader applications than the areawide thrust.

Attendees pondered the concept and application of "ecoregions" and concurred that, since agriculture was part of, and thus affected, a region's ecology, adding the prefix "agro" as in "agroecological" was redundant. Agreement was reached on the need to draft a conceptual plan that included elements of "real world" practicality as well as a pathway to higher levels of pest management integration for all ecological elements. This approach suggested starting with focused, discrete projects that could then be built upon in the future.
